Report on PBIA Citizen's Committee on Airport Noise 2/1/09

I attended the Citizen's Committee on Airport Noise for all of us on 2/1/09.

  • First, business is down for all airlines and passengers due to the economy but no significant layoffs have occurred, although workers hours have been shortened.
  •  A fine new radio tower is being constructed in the NW area of the field. It will be 230 feet tall in contrast to the old tower of 120 feet.
  • Renovation to most of the parking spaces will occur in stages and will not inconvenience parkers.
  • FedEx has signed a new quieter carrier for it's air service.
  • Information on sound insulation can be gotten from the Office of Building and Zoning.
  • Mr. Agnew was elected chairman and Mr. Alterman vice-chairman of our group.
  • We continue to live under a noisy flight path although there has been some slight improvement due to the newer and lighter planes.

New Neighborhood Boundary Signs Installed
In April, 6 new neighborhood signs were installed along Olive Ave, Washington Rd and Flagler Dr on the edges of the neighborhood's boundaries.  These signs include the logo, neigborhood name and year founded.
 
Historic RE-Designation
On April 6, 2009 the City Commission will hear a reading regarding the re-certification of our existing Historic Designation.  There are some homes that will now be considered "contributing" because they have reached 50 years of age or more.  NOTHING will change as to permits, additions, process for approval etc.  Whether a home is "contributing" or "non-contributing" the process remains the same exact way as today.  There are no additional limitations imposed by switching from "non-contributing" to "contributing" status.

There are perks, however.  "Contributing" homes are eligible for a 10 year non ad-valorem tax exemption on any improvements.  So any work done to improve a property will NOT increase the taxable value of the property for 10 years.  That's both County and City taxes.

All homes that will be eligible for the change in status will receive a certified letter from the City letting the homeowner know that the classification of the property will change - but that nothing else will.  If you receive one of these letters, please know that because you are already living in an historic district, nothing will change as to the process of getting permits with the City.

In addition, parts of Avila and Monceaux Rds will be annexed into the district thus altering our boundaries just a bit.
 
Airport Expansion & SPHNA
The airport committee represents SPHNA at all public airport meetings.  With PBIA's current expansion plans, SPHNA is also represented at FAA Focus Meetings and setting appointments with County Commissioners in opposition to the proposed expansion.
