On April 6, 2009 the City Commission will hear a reading regarding the re-certification of our existing Historic Designation. There are some homes that will now be considered "contributing" because they have reached 50 years of age or more. NOTHING will change as to permits, additions, process for approval etc. Whether a home is "contributing" or "non-contributing" the process remains the same exact way as today. There are no additional limitations imposed by switching from "non-contributing" to "contributing" status.
There are perks, however. "Contributing" homes are eligible for a 10 year non ad-valorem tax exemption on any improvements. So any work done to improve a property will NOT increase the taxable value of the property for 10 years. That's both County and City taxes.
All homes that will be eligible for the change in status will receive a certified letter from the City letting the homeowner know that the classification of the property will change - but that nothing else will. If you receive one of these letters, please know that because you are already living in an historic district, nothing will change as to the process of getting permits with the City.
In addition, parts of Avila and Monceaux Rds will be annexed into the district thus altering our boundaries just a bit.
